Saudi Arabia Offers Up to SR50,000 for Reporting Cybercrimes and 25% Rewards for Municipal Violations



The Saudi National Cybersecurity Authority (NCA) has announced cash rewards for people who report cybercrimes.

Rewards can reach up to SR50,000 or 1% of the collected fine, depending on the case.

A special committee of three NCA staff members will review all reports.

Cybersecurity Violations Eligible for Rewards

Whistleblowers can receive rewards for reporting the following violations:

➤ Performing cybersecurity work without a license or violating license terms.

➤ Not following cybersecurity policies, governance rules, frameworks, standards, or guidelines.

➤ Refusing or misleading the NCA when it asks for information.

➤ Selling, importing, or exporting cybersecurity-related devices or services that don’t meet standards or lack proper licenses.

➤ Blocking or preventing inspectors from doing their jobs.

Conditions for Receiving the Reward

According to a new draft regulation published on the NCA’s survey platform:

🔘 The reward is only given after the violation is proven.

🔘 The decision must be final, either through a court ruling or after the appeal period ends.

🔘 The whistleblower’s report must have played a key role in proving the violation. Recommend: Saudi Arabia to launch new Self-deportation platform

To qualify for the reward:

■ The whistleblower cannot be an employee of the NCA or related (spouse, in-law, or relative).

■ The violation must not have been reported before or rewarded previously.

■ Reporting the violation must not be part of the person’s job duties (if they work in the public sector).

■ The whistleblower must agree to keep all information confidential.

Rewards for Reporting Municipal Violations

The Saudi Ministry of Municipalities and Housing also announced financial rewards for those who help uncover violations under the Municipal Penalties Regulations.

Rewards will depend on:

🔹 The seriousness of the violation

🔹 The difficulty in detecting it

🔹 The effort made by the whistleblower

The reward can reach up to 25% of the total value of the reported violation.

Community Oversight and the “Certified Monitor” Initiative

These new regulations are part of a broader plan to:

✅ Empower the municipal sector

✅ Enhance community participation

✅ Improve urban environments across Saudi cities

The ministry’s Certified Monitor initiative allows citizens to help detect municipal violations such as visual pollution.

Through the Baladi platform, community members can:

1. Register as a Certified Monitor

2. Complete an accredited training course

3. Get official certification to report violations

This program supports the ministry’s goal of:

✓ Promoting community oversight

✓ Building a culture of compliance

✓ Protecting public spaces and urban safety

The Saudi Cabinet has also approved the system of incentive-based rewards for reporting municipal violations.

The aim is to:

👉 Improve municipal performance
