Saudi Arabia Clarifies Rules for Property Ownership by Non-Saudis



The Real Estate General Authority (REGA) has announced that non-Saudis are allowed to own property in Saudi Arabia, but only if the properties are officially registered. To do this, foreign owners must provide all the data and information required under the country’s regulations.

According to reliable sources quoted by Okaz, these rules are part of the general guidelines issued by REGA to support the implementation of the new Law of Real Estate Ownership by Non-Saudis. Key Features of the Updated Law

➤ Ownership Fees and Taxes:

The new law introduces a total of 10 percent in taxes and fees for non-Saudis. This includes the real estate transaction tax and other related fees.

➤ Fines for Violations:

Anyone who breaks the property ownership rules may face fines of up to 10 million Saudi riyals (SR10 million).

➤ Fraudulent Ownership Cases:

Properties that are obtained using false or misleading information will be sold at a public auction by the authorities.

Who Can Own Property

The law lists five categories of non-Saudis who are allowed to own property in Saudi Arabia:

1. Non-Saudi individuals

2. Non-Saudi companies

3. Saudi companies with partial foreign ownership

4. Non-profit organizations

5. Diplomatic missions such as embassies and consulates
