MHRSD Announces New Labor Law Violations and Penalties in Saudi Arabia
The Ministry of Human Resources and Social Development (MHRSD) has released the results of a public opinion survey about updating the Labor Law’s Schedule of Violations and Penalties. The new updates explain the fines companies will face when they break labor regulations.
According to the updated schedule:
➤ Hiring Saudi employees without a proper license will result in a fine of SR200,000.
➤ Allowing a worker to leave their employer and work for another party will lead to a fine between SR10,000 and SR20,000. Recommend: MHRSD extends Huroob Grace period for domestic workers
The updated rules also include new penalties related to women’s rights at work:
🔹 Employers who do not follow maternity leave rules will face a “serious” violation with a fine of SR1,000 for each affected employee.
There are also new requirements for workplaces with women employees:
🔘 Any establishment with 50 or more female workers and 10 or more children under the age of six must provide childcare or nursery facilities. If not, the company will be fined SR3,000.
The amendments also address workplace discipline:
👉 Companies that do not form a committee to investigate workplace misconduct or fail to conduct investigations and recommend disciplinary action within five working days will face fines of SR1,000 to SR3,000. See Also: Bangladesh Court sentences Sheikh Hasina to death
Environmental compliance is also included:
■ Employers who do not meet internal or external environmental requirements will be fined SR500.
The ministry also updated penalties for illegal labor activities:
✅ Any employer or company that engages in recruitment, outsourcing, or labor services without an official license from the ministry will face a fine of SR200,000 to SR250,000.
