Saudi Arabia Cracks Down on Recruitment Offices Breaking Labor Laws
The Ministry of Human Resources and Social Development has taken action against 37 recruitment offices for breaking regulations.
➤ 10 offices were immediately suspended, and

These actions followed inspection tours of recruitment offices and companies during the third quarter of 2025. The ministry said the goal of these legal steps is to organize the recruitment sector and protect everyone’s rights.
The main violations included:
🔘 Breaking rules related to recruitment and labor services,
🔘 Delaying the return of money owed to clients, and
🔘 Ignoring or not properly handling complaints from beneficiaries.
This move is part of the ministry’s continuous efforts to enforce regulations, improve compliance, and raise the quality of labor market services.
The ministry also confirmed it will keep monitoring recruitment offices and penalizing those that do not obey the rules. It encouraged beneficiaries to use Musaned, the official national platform for recruitment services.
Through the Musaned platform, users can:
✅ Make electronic contracts with approved providers,
✅ Use tools for evaluation, reporting, and follow-up, and
