Saudi Arabia Allows Employment of Expatriates’ Dependents – New HR Ministry Rules
The Minister of Human Resource and Social Development of Saudi Arabia has been given the power to regulate the jobs of expatriates’ dependents in the Kingdom. The decision was taken by the Council of Ministers in this regard, as per Akhbar 24 report.
The minister will decide which economic activities and professions are included in this Cabinet decision. This will be done together with the Ministry of Finance and the Non-Oil Revenues Development Center. Recommend: HR Ministry proposed new amendments to Labor Law violations and penalties
The decision follows the rules in the document titled “Special arrangements for the employment of male and female dependents of foreign workers legally residing in the Kingdom as an alternative to recruitment.”
As per the Cabinet’s ruling, the HR minister will also set the financial fees for hiring expatriates’ dependents. The total fee collected for each dependent must be equal to the current fee paid when hiring foreign workers in the private sector.
The regulations on employing dependents, first issued in 1437 AH, set six conditions for this type of hiring. These conditions include:
➤ The dependent must be the husband, wife, or male guardian of a female employee.
➤ Their employment must follow the Nitaqat Saudization program rules.
➤ Dependents cannot be hired in jobs that are reserved only for Saudi citizens. See Also: How to apply for Saudi skilled work visa
