New Saudi Rules: Fines for Dividing Buildings Without Permits Reach SR25,000



The Ministry of Municipal and Rural Affairs and Housing in Saudi Arabia has said that landlords who split buildings into smaller units without the right permissions would have to pay fines of between SR5,000 and SR25,000. Those who break the rules will also have to pay for the removal of the infractions.

If removing the illegal modifications is structurally impossible or could endanger the building’s safety, the violator must pay half the value of the building as a penalty. They will also have to fix any damage and send in a safety certificate from a certified engineering firm that has been approved by the ministry and confirms that the structure is structurally sound.

The ministry explained that illegally subdividing buildings negatively affects urban planning by increasing population density, reducing available parking, and straining basic services in surrounding areas.

Upon notification of the violation, the ministry will grant violators a 60-day grace period to rectify their status. To resolve the issue without jeopardizing the safety of buildings or residents, all corrections must adhere to the approved regulatory procedures. The ministry urged property owners to act quickly to correct violations and avoid fines.

The ministry stated that the new rules aim to prevent individuals from actions such as partitioning buildings or apartments without obtaining government permission. These steps will help make cities safer, safeguard people, and make sure that all building techniques in the Kingdom are safe and of good quality. The ministry also encouraged all landlords and investors to follow city rules before making any changes or subdivisions to their properties. This is to prevent fines and ensure adherence to safety regulations.
