Precious Metals and Gemstones Law Updated in Saudi Arabia—Effective October 2025
The Ministry of Commerce and the Ministry of Industry and Mineral Resources have announced the start of implementing Cabinet Resolution No. (269), which amends several articles of the Precious Metals and Gemstones Law. The decision will take effect on October 11, 2025.
Under the new resolution, all responsibilities for supervision, control, and licensing in the precious metals and gemstones industry will be transferred from the Ministry of Commerce to the Ministry of Industry and Mineral Resources. The executive regulations of this system were issued by a decision of the Minister of Commerce in coordination with the Minister of Industry and Mineral Resources. According to the amendments:
➤ The Ministry of Commerce will oversee the trade of precious metals, precious stones, and related products, including items painted, worn, or inlaid with them. It will also be responsible for monitoring sales outlets.
➤ The Ministry of Industry and Mineral Resources will supervise the manufacturing process of these products and inspect industrial facilities involved in production.
The amendments also state that no one can manufacture precious metals or gemstones without obtaining an industrial license from the Ministry of Industry and Mineral Resources. Additionally, the Ministry of Commerce, in agreement with the Ministry of Industry and Mineral Resources, has authorized owners of such products to use registered distinctive stamp marks as specified in the regulations.
The updated regulations include several new provisions:
🔘 The legal caliber will no longer be valid if a deficiency of more than four shares is found.
🔘 Every piece containing precious stones must have an identification card showing all required disclosure details.

The regulations also require:
■ Businesses to issue a special invoice when buying items from individuals. This invoice must include the seller’s name, ID number, and nationality, along with the usual consumer sale requirements.
■ Stores to allocate a separate display area for used jewelry that contains synthetic or single diamonds.
The Ministry of Industry and Mineral Resources urged all individuals or businesses involved in manufacturing precious metals or gemstones without an industrial license to apply for one within six months from the start date of the decision. Applications can be submitted through the “Industrial” platform to update their legal status.
Both ministries confirmed their commitment to fully implementing the updated system and its executive regulations. These efforts aim to enhance the efficiency of the precious metals and gemstones sector in Saudi Arabia, strengthen consumer protection, and improve product quality in local markets.
