Arab-Islamic Summit Declares Attack on One as Attack on All
An extraordinary Arab-Islamic summit was held in Doha on Monday, chaired by Qatari Emir Sheikh Tamim bin Hamad. The summit issued a joint statement condemning Israel’s September 9 strike on Qatar, calling it a violation of sovereignty, international law, and the UN Charter.
Condemnation of Israeli Strike on Qatar

➤ Leaders described the attack as proof of the “criminality of the extremist Israeli government” and said it undermined Qatar’s efforts to mediate a Gaza ceasefire and secure hostage releases.
Solidarity with Qatar
■ The leaders declared full solidarity with Qatar and warned that Israel’s repeated aggressions—including what they called genocide, ethnic cleansing, starvation, and settlement expansion—destroy chances for peace.
■ They praised Qatar’s responsible handling of the attack and its commitment to international law.
■ Qatar, along with Egypt and the U.S., was commended for mediation efforts to end the Gaza war, as well as for its humanitarian and educational initiatives worldwide.
Collective Security and Regional Stability
🔘 Leaders firmly rejected Israel’s threats of further attacks on Qatar or any Arab or Muslim country, calling them provocative and dangerous.
🔘 They urged the international community to take strong action to stop Israel’s violations and ensure accountability.
🔘 The summit raised the issue of collective security in the Arab and Islamic world, welcoming an Arab League decision on a “shared vision for regional security and cooperation.”

Palestinian Cause and Regional Issues
• The leaders reaffirmed their commitment to the Palestinian cause, condemning attempts to displace Palestinians as crimes against humanity and ethnic cleansing.
• They called for immediate international support for Gaza reconstruction, with Egypt set to host a donors’ conference once a ceasefire is reached.
• The summit rejected Israeli settlement activity in the West Bank, including East Jerusalem, and condemned Israeli aggression against Lebanon, Syria, and Iran.
International Measures Against Israel
👉 Leaders urged all countries to stop supplying Israel with weapons and military materials, review diplomatic and economic ties, and pursue legal action against Israeli officials responsible for war crimes.
👉 They called on ICC member states to support enforcement of 2024 arrest warrants for crimes against Palestinians and to ensure Israel follows ICJ provisional measures from the same year.
Support for Two-State Solution
🔹 Leaders welcomed the UN General Assembly’s adoption of the “New York Declaration” backing a two-state solution, praising Saudi Arabia and France for their efforts.
🔹 They looked ahead to the September 22 two-state solution conference in New York, co-chaired by Riyadh and Paris, urging broader recognition of a Palestinian state with East Jerusalem as its capital.

Call for Peace and International Action
✓ The summit concluded that bypassing the Palestinian cause or targeting mediators cannot achieve peace in the Middle East.
✓ Leaders called for renewed commitment to the Arab Peace Initiative and UN resolutions.
✓ They urged the UN Security Council to take immediate and binding steps to end Israel’s occupation and set a timetable for withdrawal.
