Saudi Arabia introduces new Land Tax to balance Real Estate Market in Riyadh
Majid Al-Hogail, Saudi Minister of Municipal and Rural Affairs and Housing, announced on Wednesday the new zones for white land fees in Riyadh. The move aims to control the property market and promote balanced urban development, in line with the directives of Crown Prince Mohammed bin Salman.
Al-Hogail explained that the new phase of the program gives landowners and developers opportunities to benefit while also helping the ministry increase land supply and balance the real estate sector. White Land Fee System – Five Tiers
Under the new system, annual fees will be charged on undeveloped land based on five priority zones:
➤ Priority Zone 1: 10% of land value.
➤ Priority Zone 2: 7.5% of land value.
➤ Priority Zone 3: 5% of land value.
➤ Priority Zone 4: 2.5% of land value.
➤ Outside priority zones: Exempt from fees but still included in the owner’s total undeveloped land within Riyadh.
Key Regulations
■ All land uses are subject to fees under this five-tier system.
■ Only lands inside the official urban boundary maps are included.
■ The minimum eligible land size is 5,000 square meters, which can be either a single plot or multiple combined plots owned by the same person in Riyadh. Most Viewed: Procedure to extend wife's exit/re-entry visa, who is outside Saudi Arabia
Implementation and Oversight
🔘 A technical committee with licensed appraisers from the Saudi Authority for Accredited Valuers will assess land values and set development timelines.
🔘 Committee members serve for three years, with the option to renew.
🔘 The ministry will review each year the availability of land and housing units, market activity, land prices, and any monopolistic practices.
🔘 Based on these reviews, the ministry can apply, suspend, or adjust the white land fee program to fit the city’s urban development needs.
