Fines for Employers Who Fail to Provide Medical Insurance for the Worker and his Family Members



Employers in Saudi Arabia who do not offer health insurance to their employees and their families could get fined by the Ministry of Human Resources and Social Development (MHRSD) under the Cooperative Health Insurance System.

The ministry clarified that this violation is considered non-serious, and the fine amount depends on the number of workers in the establishment. The fines are calculated in Saudi riyals and vary by company category as follows:

Category A (50 workers or more): A fine of 1,000 Saudi riyals, depending on the number of workers. Trending: Saudi Arabia announces new Labor Law violations and penalties

Category B (21 to 49 workers): A fine of 500 Saudi riyals, depending on the number of workers.

Category C (20 workers or fewer): A fine of 300 Saudi riyals, depending on the number of workers.

This decision is part of the Ministry of Human Resources and Social Development’s update to the schedule of violations and penalties, which is based on the latest amendments to the Saudi labor system and its executive regulations.

The update aims to clearly and accurately define violations for both employers and supervisors. The revised table issued by the ministry includes many types of violations, ranging from serious to non-serious. The financial penalties vary according to the establishment’s classification:

🔘 Category C: 20 workers or fewer
