Saudi Arabia Mandates 70% Saudization of Procurement Roles
The Ministry of Human Resources and Social Development has approved a new decision that would enhance the number of Saudi citizens employed in the procurement of the private sector. This move promotes national talent and helps to develop more jobs for citizens.
The rule was issued on November 30, 2025. It applies to private sector companies with three or more employees. These enterprises must now ensure that Saudi citizens occupy 70% of the available procurement posts.
Supporting Saudi Talent in Important Business Roles
This decision is part of the government’s ongoing efforts to increase Saudi participation in the private sector, especially in jobs that are important for business operations and supply chains. Trending: 30% Saudization of 46 engineering professions
The ministry said the goal is to:

➤ Increase the role of Saudi talent in private companies.
➤ Improve the skills and competitiveness of the national workforce.

To help companies apply the new rule, the ministry will provide support programs, including:
✅ Help with hiring and onboarding Saudi employees.
✅ Support to keep employees long-term.
✅ Training and qualification programs.
✅ Salary support through the Human Resources Development Fund.
✅ Programs that encourage job stability.
