Up to SR100,000 Fine Imposed for Breaching Hajj Transportation Regulations



The Royal Commission for Makkah and the Holy Sites has announced the draft regulations that organize Hajj transportation activities.

Penalties for Violations

The rules say that anyone who breaks them may face one or more of the following penalties, depending on the severity of the violation:

➤ A financial fine starting at SR150 and reaching up to SR100,000.

➤ A ban from participating in Hajj transportation services for at least one Hajj season and up to three seasons. Trending: Best Hajj in 50 years, with 91% pilgrim satisfaction

➤ Permanent cancellation of the permit to operate Hajj transportation services.

Permit Requirement for Hajj Transportation

The regulations clearly state that no service provider is allowed to operate Hajj transportation services within the designated geographical area without obtaining an official permit. This permit must be issued by the Guiding Center for the Transportation of Pilgrims.

Application Process for Service Providers

Service providers who wish to participate in Hajj transportation must submit an application expressing their intention to operate. The application must include:

🔹 The number of busesthat willo be used.

🔹 All technical and operational requirements specified by the Guiding Center to prove readiness for participation.

Applications will be accepted every year, starting on the first day of Jumada al-Thani. The application window will remain open for 60 days. All applications must be submitted electronically through the entity designated by the center.

Submission of Data and Documents

Service providers must submit all relevant information and official documentation pertaining to Hajj transportation participation. These documents must be submitted no later than the 15th of Shawwal each year. If needed, the Guiding Center may extend the deadline until the end of Shawwal. Alternative Transportation in Case of Breakdown

The regulations require service providers to immediately provide an alternative means of transportation if a bus breaks down during operations. The maximum allowed response time is

🔘 One hour within cities and their surrounding areas.

🔘 Two hours outside city areas.

If the service provider fails to provide a replacement vehicle within the specified time, the concerned authority will arrange alternative transportation that meets the standards approved by the center. In such cases, the service provider will be responsible for covering all related costs.

Maintenance and Technical Support

Having an adequate number of qualified technicians is also a requirement of the regulations for service providers. Throughout the Hajj transportation season, these technicians must repair the buses and ensure they work smoothly according to the specifications given by the Guiding Center.
