MHRSD Approves New Rules for Expatriate Labor Outsourcing via Ajeer
As part of its ongoing efforts to enhance compliance, improve the efficiency of the labor market, and organize contractual relationships in a way that protects the rights of all parties, the Minister of Human Resources and Social Development, Engineer Ahmed bin Sulaiman Al-Rajhi, has approved the rules regulating the outsourcing of expatriate labor services between establishments.
These new rules are part of the Ministry’s continuous work to strengthen compliance in the labor market, raise its efficiency, and ensure that both employers and employees enjoy fair and well-regulated contractual relations. Goals of the New Rules
The purpose of these rules is to allow establishments to outsource specific services or tasks that can be performed by expatriate workers already living in Saudi Arabia.
The establishment providing the service must directly supervise such outsourcing, which must take place through the official "Ajeer" platform.
The implementation of these rules will:
➤ Help organize and regulate the Saudi labor market,
➤ Enable establishments to make use of available regulatory solutions, such as labor loan permits through Ajeer, and
➤ Ensure that service outsourcing follows legal procedures that maintain workers’ and employers’ rights.
Use of the “Ajeer” Platform
The Ajeer platform plays a central role in these new regulations. It allows establishments to legally outsource or loan workers between companies according to approved permits issued by the Ministry.
Through Ajeer, businesses can benefit from the services of expatriate workers who are already within the Kingdom, without violating labor laws or contractual obligations. Recommend: Saudi Arabia implements Saudization of 44 professions in the private sector
The Ministry called on all establishments to:
🔹 Review the full details of the rules regulating the outsourcing of expatriate workers’ services on the Ajeer platform, and
🔹 Use this mechanism to correct their employment status and practices in accordance with the approved regulations and official instructions.
Ministry’s Vision and Objectives
The Ministry of Human Resources and Social Development (MHRSD) aims, through these new rules, to:
■ Organize service outsourcing operations between establishments in the Kingdom,
■ Preserve the contractual rights of all parties involved,
■ Enhance compliance with Saudi labor laws,
■ Improve the efficiency and flexibility of the work environment, and
