Saudi Arabia Continues to Lead the World in Cybersecurity Excellence in 2025


Saudi Arabia retained its top global ranking in the Cybersecurity Index in 2025, according to the cybersecurity indicator from the IMD World Competitiveness Yearbook. Trending: Saudi Arabia bans late-night sales on food trucks



The Swiss-based International Institute for Management Development (IMD) publishes a yearly assessment on country competitiveness called the Yearbook. Using 340 criteria that evaluate various aspects of competitiveness, the yearbook compares the performance of 63 nations.

TThe kingdom's cybersecurity industry has been consistently supported and guided by Custodian of the Two Holy Mosques, King Salman, and Crown Prince and Prime Minister Mohammed bin Salman, which is evident in its top ranking.

Their foresight helped Saudi Arabia maintain its position as a global leader across a range of metrics year after year.

The International Telecommunication Union (ITU), a specialized agency of the United Nations, has ranked the Kingdom as Tier "1—Role-modeling" in its 2024 Global Cybersecurity Index.

This comprehensive approach takes into account development and security factors on both the national and international levels.

"This achievement adds to the series of achievements and successes scored by Saudi Arabia in all fields since the launch of the leadership’s insightful, proactive vision to establish the cybersecurity sector in a comprehensive manner, encompassing both security and development aspects, with all its local and international dimensions," confirmed Dr. Musaed Al-Aiban, chairman of the Board of Directors of the National Cybersecurity Authority.

Since the National Cybersecurity Authority (NCA) was established as the Saudi entity responsible for cybersecurity and the national authority for cybersecurity affairs, along with the Saudi Information Technology Company (SITE) as its strategic and technical partner, he said, the cybersecurity system has seen unprecedented development in a short period of time.

"These are two fundamental pillars of the Saudi model for cybersecurity, the outcomes of which have contributed to strengthening national cybersecurity and technological sovereignty, localizing priority technologies, and enhancing information sharing and international cooperation," stated the minister. Notably, the National Cyber Authority (NCA) serves as both the national and competent authority for cybersecurity matters in the kingdom. Its stated goal is to strengthen cybersecurity measures to safeguard critical national infrastructure, interests, and security.

Its mission is to build cybersecurity-related policies, governance mechanisms, frameworks, standards, controls, and guidelines; promote cybersecurity-related innovation and investment; and grow the cybersecurity sector in the kingdom.
