Saudi Arabia Continues Enforcement Campaign to Regulate Residency and Labor Laws


The Saudi Ministry of Interior has announced the latest results of its nationwide campaign to uphold residency, labor, and border regulations, reinforcing efforts to maintain order and promote legal compliance across the kingdom. Over the past week, from 3rd to 9th July 2025, authorities recorded more than 21,058 violations as part of this initiative. These included:

* 12,558 violations of residency rules

* 5,500 border security offenses

* 3,000 labor-related violations

As part of ongoing operations, officials also prevented 2,072 unauthorized border crossing attempts. The individuals involved came from various national backgrounds; 47% of them are Yemeni nationals, 52% are Ethiopian, and 1% belong to other nations. Additionally, 28 persons were stopped while trying to exit the kingdom without proper authorization.

Authorities also reported the arrest of 37 individuals who were involved in facilitating or covering up illegal residency or labor activities. These efforts are aligned with the ministry’s goal to ensure that all residents and workers in the kingdom operate within the legal framework. Currently, around 14,184 individuals are undergoing legal procedures, with steps being taken to arrange proper documentation and departure plans. The ministry confirmed that

* 6,282 cases have been referred to diplomatic missions for travel documentation

* 3,353 individuals are preparing for departure

* 10,907 individuals have already been repatriated

The ministry has emphasized the importance of compliance and reiterated that anyone who assists in violations—such as providing unauthorized transportation, housing, or employment—may face significant legal consequences, including fines of up to 1 million riyals, imprisonment of up to 15 years, and asset seizure.
