Foreigners to Legally Own Property in Saudi Arabia Starting January 2026


Non-Saudis will be able to own property in the kingdom of Saudi Arabia starting in January 2026 thanks to a new law. Most Viewed: Saudi Arabia approves property ownership law for non-Saudis.



On the occasion of the Cabinet's approval of the updated law allowing property ownership for foreigners, Majed Al-Hogail, Saudi Minister of Municipalities and Housing and Chairman of the Real Estate General Authority's Board of Directors, expressed gratitude to King Salman, Custodian of the Two Holy Mosques, and Crown Prince and Prime Minister Mohammed bin Salman.

Al-Hogail stated that the revised law, which was approved by the Cabinet, is an expansion of real estate laws that seek to develop the industry and encourage foreign direct investment (FDI). This, in turn, will increase the supply of real estate in the market by attracting investors and development firms to the Saudi Arabian market.

To achieve real estate balance, the minister stressed that the new law considers the needs of Saudi citizens by establishing systems to regulate the market and enforce compliance with certain protocols.

He explained that the law considers all financial and investment factors and that ownership can only be done in certain regions, mainly in Riyadh and Jeddah, with additional regulations for Makkah and Madinah. Related: Foreigners can now invest in Makkah and Madina real-estate properties

As per the amended legislation, it is the duty of the Real Estate General Authority to suggest the geographical region where non-Saudis are permitted to own property or obtain other forms of property rights.

Within 180 days of being published in the official Umm Al-Qura Gazette, the authority will post the law's executive regulations on the Istitaa public survey website, asking for public opinions and ideas.

The regulations will detail the steps for non-Saudis to take to become real estate owners, the criteria for implementing the law's provisions on non-Saudis, and the specifics of how all of these things will work together, considering the social and economic factors.

Also, the law follows the Premium Residency Law and other important laws that let non-Saudis own property and gain other rights, as well as rules about property ownership for GCC citizens in member countries for living and investment purposes. Join Saudi Expatriates WhatsApp channel
