TGA has instructed carriers to prohibit transporting passengers to Makkah without permit


Starting from 1 Dhu al-Qi'dah 1446 AH, the Transport General Authority (TGA) has made it clear to all carriers in different parts of the Kingdom, especially in Makkah Al-Mukarramah, that no passenger should go to the Holy Sites or Makkah unless the individual has a Hajj permit or an entry permit to work or reside in the Holy Capital. The Ministry of the Interior has issued regulations and instructions to control the flow of people and ensure the safety of Hajj pilgrims; this order is part of a larger national effort to achieve these goals.

The regulations state that from the 1st of Dhul-Qi'dah 1446 AH until the end of the 14th of Dhul-Hijjah 1446 AH, there will be fines of up to 100,000 riyals for anyone caught transporting or trying to transport visit visa holders to Makkah Al-Mukarramah and the Holy Sites. Violators will also face penalties.

Upon obtaining a ruling from the appropriate court, the carrier, a participant, or a collaborator may be held criminally responsible and ordered to surrender any land transportation that was used to transport visitors with any type of visa to Makkah Al-Mukarramah and the Holy Sites. As part of its operational plan for the Hajj season, the Authority has included this measure to support compliance and safety levels, ensure the smooth flow of authorized pilgrims' movement, and reflect the quality and efficiency of transportation services. The importance of following these guidelines and the consequences for violators was highlighted.
