Saudi Arabia Begins 40% Localization of 44 Professions in Private Sector
Saudi Arabia has started the first phase of its plan to increase the localization (Saudization) rate of accounting professions in the private sector by 40%, starting Monday, October 27, 2025.
The Ministry of Human Resources and Social Development (MHRSD), in cooperation with the Ministry of Commerce, announced that this decision applies to companies and establishments that employ five or more accountants. Trending: Wage clause in employment contracts in Saudi Arabia
Under the new rules, the minimum salary for accountants is set at
➤ SR6,000 for those with a bachelor’s degree or equivalent
➤ SR4,500 for those with a diploma or equivalent
This step aims to create more diverse job opportunities for Saudi men and women in all sectors across the Kingdom.
The decision includes increasing Saudization rates in 44 accounting professions, such as
These professions include financial manager, accounting manager, finance and accounting manager, accounts and budget manager, treasury manager, budget manager, collection manager, certified public accountant, financial controller, and senior financial auditor.

The MHRSD stated that it has published a procedural guide on its official website with full details about the decision and the required Saudization percentages. The ministry also urged all private companies to follow the regulations to avoid legal penalties for non-compliance.
This initiative supports the ongoing national efforts to localize accounting professions. The Ministry of Commerce will monitor the implementation to ensure it meets labor market needs.
The Human Resources and Social Development System will offer government support and incentive programs to private sector companies. These include assistance in recruitment, training, qualification, employment, and career development. Companies that comply will also receive priority access to Saudization support programs and the Human Resources Development Fund (HADAF) initiatives.
