The General Transport Authority in Saudi Arabia announced that it arrested 1,417 violators between December 13 and December 19, 2025 for practicing passenger transport activities without obtaining a “crowd” license.
The authority explained that 799 people were arrested for committing preparatory “call” violations, such as calling or inviting passengers illegally. The fine for this violation can reach 11,000 Saudi riyals, and the vehicle may be impounded for up to 25 days if the offense is repeated. In addition, 681 people were arrested for transporting passengers without a license. The fine for this violation can reach 20,000 Saudi riyals, and the vehicle may be impounded for up to 60 days if the violation is repeated, according to regulations.
The authority noted that the new Land Transport System on Roads, issued under Royal Decree No. M/188 dated 24/08/1446 AH, strictly prohibits anyone from carrying out land transport activities without a license. These prohibited activities include inviting passengers, calling them, pursuing or intercepting them, gathering around them, or roaming in areas where passengers are present for the purpose of soliciting rides.
The General Transport Authority said these monitoring campaigns aim to ensure that transport providers follow all laws and requirements, encourage passengers to use licensed transport services, and improve the overall quality of transportation services in the Kingdom.
